尊敬的来宾,女士们,先生们,大家上午好!
很荣幸能够出席第十七届“一带一路”生态农业与食品安全论坛。非常高兴来到上海,参与第七届中国国际进口博览会。该活动始终彰显着“一带一路”倡议所推动的合作精神、创新精神以及共享繁荣的理念。我向国家市场监督管理总局表示诚挚感谢,感谢他们将我们汇聚一堂,共同探讨农业交流、食品安全与合作的关键议题。
今年论坛的主题是“深化“一带一路”农业与食品交流合作 共治共享食品安全”。当前,面对全球在粮食安全、气候韧性和可持续农业方面的复杂挑战,这一主题尤为重要。今天,我在此强调卢旺达对这些目标的承诺,并分享我们对进一步深化与中国以及其他“一带一路”国家在农业领域合作的热情。
在卢旺达,农业不仅是我们经济的基石,也是确保粮食安全和改善民生的重要领域。在推动农业转型的过程中,我们认识到有必要加大对农业加工领域的投资,以最大限度地提升附加值并保障我们的粮食体系。通过加强农业加工,我们可以提升食品安全标准,减少收获后的损失,并增强粮食供应链的整体韧性。这一转型离不开强有力的伙伴关系和投资,而与中国的合作在这一领域已取得显著成果并产生了深远影响。
中国作为卢旺达外商直接投资的主要合作伙伴,充分展示了我们双边关系的强劲纽带。过去五年中,中国企业在卢旺达多个领域投资超过10亿美元,农业领域是重点之一。这些投资不仅带来了资本,还带来了创新技术和专业知识,正在转变我们的农业格局。例如,菌草技术在蘑菇种植和先进灌溉系统方面的应用为我们的农民提供了可持续和高效的工具,提升了生产力并为实现粮食安全铺平了道路。
卢旺达致力于营造良好的营商环境,这是我们吸引投资战略的核心所在。世界银行的报告将卢旺达列为全球商业就绪度最高的国家之一,这反映了我们通过改革,构建透明、高效且投资友好的环境。在卢旺达,注册公司不到六小时,并且可以完全在线完成。这种便捷的营商环境,加上强有力的法律保护和税收激励,吸引了众多寻求稳定、高潜力农业机会的投资者。
展望未来,卢旺达欢迎更多的中国企业探索我们农业和农业加工领域的机遇。我们的愿景是构建一个具有韧性的农业产业,不仅满足本地粮食需求,还能为区域和国际粮食供应链作出贡献。凭借卢旺达在东非的战略位置,我们与中国企业的合作有潜力覆盖整个非洲乃至全球市场。
“一带一路”倡议和全球发展倡议为深化农业交流奠定了坚实的基础,卢旺达为成为这一协作旅程中的一部分而自豪。通过共建共治和共享食品安全标准,我们可以共同增强粮食体系,应对健康和营养挑战,为所有人创造可持续的未来。这个论坛为我们提供了一个卓越的平台,让我们可以共同探讨创新,交流知识,建立新的伙伴关系,以实现这些目标。

Ladies and gentlemen,
Good morning.
It is a privilege to join you all at the 17th Belt and Road Eco-Agriculture and Food Safety Forum. I am delighted to be here in Shanghai for the 7th China International Import Expo, an event that continues to exemplify the spirit of collaboration, innovation, and shared prosperity that drives the Belt and Road Initiative. I extend my gratitude to the State Administration for Market Regulation for bringing us together to discuss the critical issues of agricultural exchange, food safety, and cooperation.
The theme of this year’s forum, ‘Deepening International Cooperation under the Belt and Road Initiative: Jointly Building, Governing, and Sharing Food Safety,’ is highly relevant as we collectively navigate complex global challenges in food security, climate resilience, and sustainable agriculture. Today, I am here to highlight Rwanda’s commitment to these goals and to share our enthusiasm for further deepening cooperation with China and other Belt and Road countries in the agricultural sector.
In Rwanda, agriculture is not only a foundation of our economy but also a vital sector for ensuring food security and improving livelihoods. As we work to transform our agricultural sector, we have identified the need to increase investments, particularly in agro-processing, to maximize value addition and secure our food systems. By enhancing agro-processing, we can improve food safety standards, reduce post-harvest losses, and strengthen the overall resilience of our food supply chain. This transformation requires strong partnerships and investments, areas in which cooperation with China has already been significant and impactful.
China’s role as a leading partner to Rwanda in Foreign Direct Investment is a testament to the strength of our bilateral relationship. Over the past five years, Chinese companies have invested more than USD 1 billion in various sectors in Rwanda, with agriculture being a key focus. These investments are not only bringing capital but also innovative technology and expertise that are transforming our agricultural landscape. Projects like the Juncao technology for mushroom farming and advanced irrigation systems are providing our farmers with sustainable and effective tools, enhancing their productivity, and creating pathways toward food security.
Rwanda’s commitment to fostering a conducive business environment has been a cornerstone of our strategy for attracting investment. The World Bank’s Business Ready report ranks Rwanda among the top countries globally for business readiness—a reflection of the reforms we have implemented to create a transparent, efficient, and investor-friendly environment. In Rwanda, it takes less than six hours to register a business, and this can be done entirely online. This ease of doing business, combined with strong legal protections and tax incentives, makes Rwanda an ideal destination for investors seeking stable, high-potential opportunities in the agriculture sector.
As we look to the future, Rwanda welcomes more Chinese companies to explore the opportunities in our agriculture and agro-processing sectors. Our vision is to build a resilient agricultural industry that not only meets local food needs but also contributes to regional and international food supply chains. With Rwanda’s strategic location in East Africa, our partnerships with Chinese businesses have the potential to reach markets across the continent and beyond.
The Belt and Road Initiative and the Global Development Initiative have laid a strong foundation for enhancing agricultural exchange, and Rwanda is proud to be a part of this collaborative journey. By co-governing and sharing food safety standards, we can collectively strengthen our food systems, address health and nutrition challenges, and ensure a sustainable future for all. This forum provides an excellent platform for us to discuss innovations, exchange knowledge, and forge new partnerships that will bring these goals closer to reality.
In conclusion, Rwanda is committed to advancing agricultural and food safety cooperation under the Belt and Road Initiative. We are confident that with the continued support of China and our fellow Belt and Road countries, we can build a community with a shared future—one where food security, economic growth, and sustainability go hand in hand.
