11月6日，第十七届“一带一路”生态农业与食品安全论坛，作为第七届中国国际进口博览会配套活动在上海成功举办，主题为：深化“一带一路”农业与食品交流合作 共治共享食品安全。论坛聚焦生态农业发展和食品安全领域，致力于搭建国家级食品安全政策权威解读平台、农业食品产业国际深度交流合作平台、共建国家参与全球食品安全治理发声平台、构建人类命运共同体协作平台。埃塞俄比亚联邦民主共和国驻华大使塔费拉·德贝·伊马姆出席论坛开幕式并致辞。

尊敬的各位嘉宾、  参会者们，女士们、先生们，  
早上好！
很荣幸能够参加由中国国家市场监督管理总局主办的第17届“一带一路”生态农业与食品安全论坛。“一带一路”生态农业与食品安全论坛旨在加强国际农业和食品产品的合作，保障人民生活安全。过去已成功举办了多届，本届即第17届论坛将在实现其目标方面继续发挥重要作用。
“一带一路”倡议是一项旨在推动互利共赢与共同发展的卓越倡议，它在非洲和中国之间的合作中尤为显著。“一带一路”倡议已被证明是一项以结果为导向的全球合作项目，推动了人类命运共同体的建设。
埃塞俄比亚是积极响应习近平主席“一带一路”倡议的首批国家之一。埃中两国基于平等、相互尊重、政治互信和互利共赢的基础上，追求互惠互利的合作关系。2023年10月，在埃塞俄比亚总理阿比·艾哈迈德阁下正式访华期间，两国将这种多层次且充满活力的关系提升至“全天候战略合作伙伴关系”的新高度。在第十届“一带一路”高峰论坛期间，埃塞俄比亚和中国签署了14项以上的谅解备忘录和合作协议，以加强各领域的合作。
因此，依托“一带一路”农业与食品贸易信息平台，确保大宗商品供应渠道的安全，是该倡议下的重要合作方式之一。例如，2021年11月成立的“一带一路”咖啡豆大宗交易平台，涵盖了咖啡豆及烘焙咖啡的B2B和B2C交易业务。通过这一平台，埃塞俄比亚的本地咖啡种植基地为迪拜的3家自有咖啡店提供原料。作为咖啡的发源地，埃塞俄比亚以其优质的有机咖啡著称，我们愿意通过这个平台加工并销售增值咖啡产品，而不仅仅是出口原料咖啡豆。
尊敬的各位参会者、女士们、先生们，
埃塞俄比亚是非洲最具活力和人口最多的国家之一，是非洲大陆乃至全球重要的航空物流枢纽和节点国家。凭借其地理位置优势，埃塞俄比亚成为了理想的投资地，适合生产和销售产品至中东、欧洲以及全球其他市场。
重要的是，作为制造业扩张的一部分，埃塞俄比亚政府已经启动了自贸区、工业园区和农业加工园区的建设。政府坚定致力于推动国家整体发展，通过改善道路和铁路基础设施建设，以及扩展电力和电信服务，促进了经济和社会的转型发展。
目前，已有超过2000家中国企业在埃塞俄比亚的不同领域投资，并充分享受着埃塞俄比亚经济所带来的红利。埃塞俄比亚正与多个合作伙伴携手加速工业化、经济增长，推动农业现代化，并扩大就业机会。我们非常欢迎各种有助于资源整合、能力提升并加强合作的倡议。

此外，埃塞俄比亚拥有丰富的农业资源，多样的气候条件适合生产多种农产品，如粮食作物、咖啡、豆类、油籽、水果、花卉、牲畜和肉类。两国已经签署了多项双边协议，贸易产品包括咖啡、大豆、绿豆、芝麻、芸豆等。通过“一带一路”倡议平台，这些埃塞俄比亚农产品将以最终产品形式进行贸易。埃塞俄比亚的农产品具有巨大的潜力，凭借其地理位置优势，与非洲、中东和欧洲市场接近。此外，埃塞俄比亚拥有出色的航空货运服务和海运物流公司，这为我们带来了更大的优势。
我真诚地相信，如果中国企业充分利用零关税政策，增加从埃塞俄比亚进口农产品并参与增值特别是农业加工活动，那么我们两国将进一步受益，并将双边关系提升至新的高度。

埃塞俄比亚政府已制定了政策、计划及多项激励机制，以鼓励农业食品产品的出口。措施包括允许出口商免税进口加工设备、改善服务质量、加强信贷担保机制以避免出口商因资金短缺影响经营、为从事出口活动者提供资金、促进埃塞俄比亚出口商与外国买家和投资者之间的营销和生产联系，以及改善运输和通关服务。此外，政府还成立了多个机构和委员会，为包括食品在内的各行业提供政策指导和支持。

在我结束发言之前，我提四点建议：
第一，让我们进一步加强贸易关系，充分利用中非合作论坛框架下中国的贸易便利化倡议以及习近平主席推动现代化的伙伴行动，抓住包括埃塞俄比亚在内的33个非洲国家享受100%税目零关税待遇的重大机遇。
第二，让我们携手推动农业生产，确保食品质量和安全，特别是通过农业领域的投资来实现。 
第三，让我们在研究和开发领域加强合作，以改变非洲，特别是埃塞俄比亚的食品体系。在此，我强调通过创新解决方案提升生产力、营养水平、适应气候变化及其减缓作用。 
第四，让我们在卫生和植物检疫领域互相支持，协调两国的标准体系，以确保新的农产品能够快速获得出口至或进口自埃塞俄比亚和中国的批准。 
最后，祝本次论坛取得圆满成功！感谢大家！谢谢！

Participants, Ladies and Gentlemen,
Good morning,
It is a great honor to participate in “The 17^th Belt and Road Eco-Agriculture and food Safety forum” which is hosted by the State Administration for Market Regulation under the theme of “Deepening Agricultural and Food Cooperation under the Belt and Road Initiative and Working Together to Build a Community with a Shared Future for Mankind”.  
Belt and Road Eco-Agriculture and food Safety forum aimed at strengthening international cooperation in agricultural and food products and safeguarding people’s life   was conducted for several sessions in the past and the current which is the 17th session would not be different as far as achieving its goals is concerned.
BRI as a remarkable initiative pursues win-win cooperation and common development for both Africa and China. ‘The Belt and Road Initiative’ has proven itself as result oriented and impactful regional and global cooperation in building a community of shared future for mankind.
Ethiopia is one of the pioneer countries that have responded to H.E. President Xi Jinping’s ‘Belt and Road Initiative’. Ethiopia and China are pursuing mutually beneficiary partnership based on equality, mutual respect, political trust, and win-win cooperation. This multifaceted and dynamic relationship was promoted to the highest level of All Weather Strategic Partnership in October, 2023 during our Prime Minister H.E. Dr. Abiy Ahmed’s official visit to China during the 10th forum of the initiative. During this visit Ethiopia and China signed more than 14 MoUs and protocols to enhance the cooperation in various fields.
Accordingly, the Belt and Road Agriculture and Food Trade Information Platform secure supply channels for bulk products is considered as one of the ways for the cooperation in the initiatives. As the result of this, the Belt and Road Coffee Bean Bulk Trading, which is Coffee's core business on raw coffee bean and roasted coffee trading running through B2B and B2C markets, was founded in November 2021. Through this platform For instance, local coffee plantation bases in Ethiopia feed 3 self owned cafes in Dubai. Ethiopia as the birth place of coffee with premium quality and organic coffee is more than ready to work through this platform processing and selling value added coffee products instead of exporting raw coffee bean.
Distinguished participants, Ladies and Gentlemen,
Ethiopia is one of the most populous and dynamic countries in Africa. It is an important aviation logistics transit and node country on the African continent and beyond. Its geographical location makes Ethiopia an ideal place to invest, produce and sell products to Middle East, Europe and other parts of the world.  
Most importantly, as part of an expansion of the manufacturing sector, the Government of Ethiopia has embarked on the establishment of free trade zones, industrial and agro-processing parks across the country. The firm commitment of the Government in pioneering the country’s overall growth and development has helped to enhance road and rail infrastructure construction, as well as an expansion of electric power and telecommunication service that are crucial for ensuring the economic and social transformation.
More than 2000 Chinese companies have invested in different sectors in Ethiopia and are enjoying the benefits that the Ethiopian economy offers. Ethiopia is joining forces with several partners to accelerate its industrialization, economic growth modernize its agriculture, and widening employment opportunities. Initiatives which can collaborate in pooling resources, capabilities and join their hands are most welcome in Ethiopia.

In addition, Ethiopia is richly endowed with abundant agricultural resources and has diverse climatic zones suitable for the production of various agricultural products like food crops, coffee, pulses, oil seeds, fruits, flowers, livestock, and meat production. Bilateral agreements have been signed between the two countries for trading different types of agricultural products like Coffee, Soybeans, Mung beans, Sesame, Kidney beans and others. Through the Belt and Road initiative platforms these Ethiopian agricultural products are expected to be traded in their final forms. Ethiopia has a huge potential on its agricultural products with geo-location proximity comparative advantage to Africa, Middle East, and Europe market. Moreover, its best airline cargo service and shipping and logistics company provides Ethiopia even greater advantage.
It’s my sincere belief that if Chinese companies and industries make use of the zero tariff advantage and increase the import of agricultural products from Ethiopia and engage in value addition, especially in agro-processing activities, our two countries benefit further and it will take the bilateral relationship to the next level.

The Ethiopian Government has adopted policies and plans, various incentive schemes to encourage agricultural food products export by allowing exporters to import processing equipments free of tax; improving service delivery; strengthening the credit guarantee scheme to avoid shortages of working capital for exporters; availing finance for those engaged in export activities; creating linkages between Ethiopian exporters and foreign buyers and investors in marketing and production consecutively; and improving transport and transit services. In addition the Government has established different institutions and committees to support and provide policy direction to most sectors including the food sector. 
In this connection, please rest assured on the efficient and timely facilitation by the Embassy of your visit to Ethiopia and we look forward to welcoming you in Ethiopia. Before I conclude, I would like to propose four things;
First, let’s further enhance our trade relationship taking Trade Facilitation Initiative of China under FOCAC and H.E President Xi’s partnership actions for modernization to deepen China-Africa cooperation which is zero-tariff treatment for 100 percent tariff lines for 33 countries in Africa including Ethiopia as a huge opportunity.
Second, let’s join our hands in advancing food production and ensuring quality and safety through investing in Agriculture.
Third, let’s collaborate in the field of research and development to transform the food system in Africa in general and in Ethiopia in particular. Here, I would like to emphasize on innovative solutions on improving productivity, nutrition, climate adaption and mitigation.
Fourth, support each other in aligning the Sanitary and phytosanitary systems of our respective countries so that it can ensure speedy approval of new agricultural commodities either to be exported from or imported to Ethiopia and China.
Finally, I wish this forum to be a complete success.
