11月6日,第十七届“一带一路”生态农业与食品安全论坛,作为第七届中国国际进口博览会配套活动在上海成功举办,主题为:深化“一带一路”农业与食品交流合作 共治共享食品安全论坛聚焦生态农业发展和食品安全领域,致力于搭建国家级食品安全政策权威解读平台、农业食品产业国际深度交流合作平台、共建国家参与全球食品安全治理发声平台、构建人类命运共同体协作平台联合国粮食及农业组织驻华代表维诺德·阿胡贾以录制视频的方式为论坛开幕式致辞。

尊敬的各位代表,亲爱的同事们,朋友们,  

女士们,先生们,早上好!我非常荣幸能够参加第17届“一带一路”生态农业与食品安全论坛。首先,我谨代表联合国粮食及农业组织,并以我个人的名义,向主办方致以最诚挚的感谢,并热烈祝贺这一重要活动的成功召开。 

联合国粮食及农业组织始终致力于推动生态农业的发展和提升食品安全。高质量的农产品供应不仅关系到我们每个人的生活,而且对全球粮食安全和可持续发展有着深远的影响。 

在粮农组织的领导下编写的《2024世界粮食安全和营养状况》报告估计,2023年有7.13亿到7.57亿人(分别占全球人口的8.9%到9.4%)处于营养不良状态。此外,粮农组织的预测显示,到2030年将有5.82亿人长期处于营养不良状态。这表明要实现可持续发展目标2(消除饥饿)面临着巨大挑战。 

女士们,先生们,  

农业食品体系需要生产出越来越多的安全且营养丰富的食品,以满足不断增长的全球人口需求,并且必须以可持续的方式进行生产。技术创新为我们提供了实现“零饥饿”世界的新机遇,并彻底改变了我们的农业食品体系,包括食品安全领域。2022年,粮农组织发布了《思考食品安全的未来:前瞻报告》,探讨了气候变化、新的食品来源和生产系统以及技术创新等驱动因素将如何影响未来世界的食品安全。 

无论是水母、食用昆虫、细胞培养肉等新型食品,还是区块链、人工智能、纳米技术等新技术,这些都能帮助我们以更低的成本生产出更多的食品。 

与所有新兴技术一样,机遇与挑战并存。人类必须为可能的食品安全风险做好准备。同时,为了让这些技术惠及所有人,关键在于推动标准和最佳实践的建立,能够使用可靠且设计良好的参考数据库,交流经验,并在利益相关方之间透明地共享数据等。 

为了进一步推动绿色创新,粮农组织启动了《 一国一品:特色农产品绿色发展全球行动(2021-2025)》,旨在为特色农业产品创造绿色可持续的价值链,支持小农户和家庭农民充分分享全球市场的回报。最终,这将促进农业食品系统的转型,实现可持续发展目标。 

此外,粮农组织正在全球范围内推动“数字千村”行动计划。通过发展数字农业、为农民提供数字化服务、推动农村地区的数字化转型,支持农业食品系统的可持续发展。目前,中国已选出10个数字乡村案例。粮农组织正与中国政府、科研机构和私营部门合作,通过南南合作和三方合作,在“一带一路”沿线国家分享中国在技术赋能乡村振兴和可持续发展领域的经验。 

未来,粮农组织将继续与各方携手,聚焦技术创新,推动生态农业的发展,提升食品安全,充分发挥农业食品系统的潜力,推动更高效、包容、韧性更强、可持续的农业食品系统转型,实现更好生产、更好营养、更好环境和更好生活,不让任何人掉队。

Distinguished representatives, colleagues, friends,

Ladies and Gentlemen,Good morning,It is a great honor for me to participate in the 17th Belt and Road Eco-Agriculture and Food Safety Forum.First of all, on behalf of the Food and Agriculture Organization of the United Nations, and on my own behalf, I extend my deepest gratitude to the organizer for the invitation and my warmest congratulations on the successful convening of this important event.

The Food and Agriculture Organization of the United Nations has always been committed to promoting the development of ecological agriculture and improving food safety. High-quality supply of agricultural products is not only related to the life of each of us but also has a profound impact on global food security and sustainable development.

The 2024 "State of Food Security and Nutrition in the World" report prepared under the leadership of the FAO estimates that between 713 and 757 million people (8.9 and

9.4 percent of the global population, respectively) were undernourished in 2023.  Further, FAO projections show that 582 million people will be chronically undernourished in 2030. This points to the immense challenge of achieving SDG 2 (Zero Hunger).

Ladies and gentlemen,

Agrifood systems need to produce increasing amounts of safe and nutritious food to meet the needs of a rising global population. And they must do so sustainably. 

Technological innovations provide us with new opportunities to achieve a "zero hunger" world and is completely transforming our agricultural food system, including in the field of food safety. In 2022,  FAO released the forward-looking report "Thinking about the Future of Food Safety", exploring how driving factors such as climate change, new food sources and production systems, and technological innovation will affect food safety in the future world.

Whether it is new types of food such as jellyfish, edible insects, and cell-cultured meat, or new technologies such as blockchain, artificial intelligence, and nanotechnology, these can all help us produce more food at a lower cost.

As with all emerging technologies, opportunities and challenges coexist. Humanity must be prepared for possible food safety risks. At the same time, to make these technologies accessible to all, the key is to promote the establishment of standards and best practices, be able to use reliable and well-designed reference databases, exchange experiences, and transparently share data among stakeholders, and so on.

In order to further promote green innovation, FAO has launched the "One Country, One Priority Product: Global Action for Green Development of Special Agricultural Products (2021-2025)", aiming to create green and sustainable value chains for special agricultural products and support smallholder and family farmers to fully share the returns of the global market. Ultimately, it promotes the transformation of the agricultural food system and achieves sustainable development goals.

In addition,  FAO is promoting the " Thousand Digital Villages" action plan globally. By developing digital agriculture, digital services for farmers, and digital transformation in rural areas, it supports the sustainable development of the agricultural food system. At present, 10 digital rural cases in China have been selected. FAO is working with the Chinese government, scientific research institutions, and the private sector to share China's experience in the field of technology-enabled rural revitalization and sustainable development in countries along the Belt and Road through South-South cooperation and tripartite cooperation.

In the future, FAO will continue to work with all parties, focus on technological innovation, promote the development of ecological agriculture, improve food safety, fully realize the potential of the agricultural food system, and promote a more efficient, inclusive, resilient, and sustainable transformation of the agricultural food system to achieve better production, better nutrition, better environment, and better life, leaving no one behind.
